July. 3. 2011 - Oneida County Sheriff Deputy Avard, enters emergency room at Saint Elizabeth Hospital and torments, and, interrogates Army Veteran, even though the Army veteran was incapable of answering Avard, the Army Veteran with numerous broken ribs, severe road rash, and concussion, wearing a neck brace, strapped to a back board, in extreme pain was delayed treatment until Deputy Avard was done interrogating the veteran.
